TikTok actually provides an opportunity for people to earn from contents. But it seems the requirements are very stringent. TikTok requires that someone must have 10, 000 followers to start earning.

I guess it depends on the country, right? I don't think all countries are available for making money, are they? Here in Latin America, I don't know anyone who monetizes directly on TikTok except with live streams.
