The original poster said that the operational costs for this kind of project is modest but I dare say that it is not. The cost of setup alone is the kind that only government, probably district governments can undertake. Extremely wealthy individuals can take this up and it would be profitable for them.
 
It is not all that hard to set up this kind of a business, if people can be able to transport oil and gas for those areas that do not have a pipeline then transporting water should not be a problem. The only hard part is that the areas where water is transported must be hard to reach areas with poor water connectivity channels or pipes. All you need is to set a price per gallon or little and start selling your water through a kiosk or water bowser tanker.

What's great is that even those from middle-class families can start their own water refilling station. It's an affordable and sustainable business idea that many people are taking advantage of. You do not need to be wealthy to start one.
