You would first of all have to decide what you are using the laptop for. Then, you look at the specs of the laptop that you want to buy as it corresponds to your usage of the laptop.

It is advisable to consider the CPU speed and memory of the laptop. If the laptop is slow, the user will waste a lot of time, waiting for the pages to open or doing other tasks.
I usually make sure to look into the specs of a laptop before making a purchase. There was this one time when I bought a cheap laptop without checking the specs, and it turned out to be a big disappointment. It was extremely slow, which made using it frustrating.
if it is very slow or it just simply does not work buy yourself a new or used laptop
You have to take a look at the computer specification. Then you need someone or computer expert to tell you or explain to you what the specifications real means. Don't just buy computer for the outward appearance.
