What determines the level of freedom that business organization should give to their staff in decision making?

There are some business organizations that give their staff a greater freedom to make decisions. Some businesses don't give that level of freedom. What are the factors that determine the level of freedom a business organization would give to it's staff in decision making?
 
That's case to case. It also depends on the nature of business that allows workers or staff to decide. If it's all about quota, the workers can be granted decisions how to meet their quota. Other high profile businesses never allow below the management level to decide. The workers duty are to follow the order the management decides.
