I hear that in some countries, individuals can file for bankruptcy with the government. It is not a thing in my country.

What does filing for bankruptcy typically imply? What is it's implication on the individual that actually files for it?

It implies that the business owner can no longer sustain his business. Filing for bankruptcy is a backup should the business owner have debts, so he could be given time and extension to pay as per the order from the court.

filing for bankruptcy is like hitting the reset button when debt feels impossible. It gives you breathing room, but it also leaves a scar on your financial record. For the person filing, it’s both a relief and a reminder, you get space to rebuild, but you carry the mark for a while.
