What is the best place to learn graphic skills?

Currently there are some online skills that seems to be very marketable and higher paying in some of the freelancing sites. Especially the graphics and web designing skills. So what is the place whether online or offline one can acquire those skills?

Personally I don't think there is any place considered as the best place. Just simply find a place that is best for you. There are so many free and paid resources you can make use of when it comes to learning graphics.

I think you can use YouTube to get a basic foundation with graphics packages. Then you expand your capacity with constant practices.

For me l have plans to go to school to learn the information technology. I think l would be in a better position to learn all of the dream skills like the graphics and web designing,
