What is the most reccomended amount of money a person is allowed to keep at home?

Most people here live within the regular pay cheques on salaries. So what is the most reccomended percentage of money that a person is required to keep at home after making a withdrawal from the bank?

I think it depends on the person's financial net. If their net pay is more than enlighten then they can keep money at home intended for the daily needs. Others may not keep at all.
