When is a business staying small better than expanding?

There are situations that a business is better off staying small than pursuing expansion.

In this case, the business has everything to expand but it would be better off the business stays small.

Is there any condition that can warrant that?

If your business is strictly based on personal relationships with customers, it is better to stay small. Expansion might spoil that personal relationship appeal.
