When ownership doesn't support management enough- Can such a business work?

I am one of those that believes the ownership of a business needs to back the management 100%.

But what is the result when ownership of a business is antagonistic against the management of the business that it had installed? Would such management ever work?
 
I don't think the business would work out, even if it does work, it won't be able to last for long. There needs to be cooperation for it to be more efficient.
 
Some business owners won't even stop to micro manage the people they have chosen to lead the business. I would leave such a business if I am in the management team.
 
Most managers just resign when they know they are not fully backed by the owners of the company. And you don't get to blame them.
 
Does the business owner also act as CEO, or just a capital owner? If the business owner also acts as CEO then he will set their business plans and strategies, so the managers below him, such as sales managers, financial managers, production managers, etc. must obey to carry out orders. But if the business owner leaves it entirely to the CEO (another person) then the business owner should only give advice.
