Who is in a better position to manage a hospital?

There has been controversy in the hospital that I work as an admin staff. The hospital is currently run administratively by a chief admin officer who is a trained business manager. The medical aspect of the hospital is run by a Chief Medical Officer. The doctors are protesting and are demanding that they should be the ones to run the hospital administration as well. Their argument is that the hospital is their niche.

Who is best to manage a hospital between a business manager and a medical doctor?

I think doctors should be the one to manage the hospital. Teachers manage schools and not allowing doctors to manage hospitals is unfair.
