For some people, simple basic needs like power bills, house rents and even food seem like an emergency for them every time. They struggle to pay those bills even when they have income.

The first reason is poor financial planning, an improved lifestyle that increases expenses, inflation, etc.

It depends, for some it is due to the fact that the money that comes in, is not even enough to sort these basic needs, then for others it's simply because they lack planning.
