Why are connections sometimes slow with a VPN?

I have observed that sometimes, connections with a VPN are always slow. When the VPN is turned off, the connection becomes faster. What is the reason why connections are always slower with a VPN connection sometimes?

It is because the connection has to be routed through another server before getting to the source server.

If the VPN server is overloaded or located far from you, speeds suffer. Without the VPN, your data goes straight to the site, which usually feels quicker.
