Why do housewives falsely claim to have online businesses?

Most housewives are not interested in starting an online business legally, since it requires a lot of effort, and their husbands are paying them well for the housework. Yet online investors often find that greedy dishonest housewives want to fake online business ownership and government agencies often reward them for their financial fraud , data theft.
Why are tech, internet companies rewarding housewives for online fraud?

I have never heard of a case like this in my country, which means your government has no supervision over internet activities and online business, so data is easily falsified.

We do not really have this issue over here. Yes there are cases of fraud but not with housewives and online jobs.
