Why do you think paid to post sites are declining day by day?

They don't have high payouts, so users won't just crawl to paid to post sites unless there is a lot of good discussions.
If the website is paying, it has to earn but sadly, earning can be very difficult. Paid to post sites are mostly used by people from developing world, which happens to be tier 3 and tier 4 countries, so despite getting traffic, these sites do not earn much.
 
Majority of this paid to post forums rely on Google ads to make money, recently it seems they are no longer able to generate enough revenue from Google ads.
 
Paid to post forum is business and if does not earn don't throw the fault to the porters. Qualify content can be inevitable if the pay is also justifiable. People post not to earn but to learn and discover things not found in front of them.
