Why falsely give housewives, young frauds credit, salaries for work they do not do?

The tech, internet companies, government agencies are extremely shameless and ruthless in exploiting some older investors, workers , robbing their data to falsely give cheater married women, housewives and young frauds credit, monthly government salary for faking online income and domain ownership.
Other than bribes what could be the motivation of the government agencies, internet companies making completely fake claims about lazy greedy young frauds , cheater married women, who do not have any online income at all?
