Why is it Hard to Earn on Survey Websites?

Those who mainly benefits from them are top tier countries.
Obviously: that's why my European friends (some of them) are able to earn between 250 and 300 dollars per months only doing surveys. If it were in Mercosur, such an amount could support a healthy single (who doesn't need to pay a rent) along the whole month. Obviously, in Latin America we can earn a maximum of 13 dollars in a month.
 
Unfortunately, that's how most of the survey panels work: they only favour tier1 and tier2 residents (and among them, only those users who meet their high level requirements: people living in a developed and populated city or touristic area, high spending power, etc., etc., etc.). The others are a lucky exception.
 
Survey sites do not work in my country so i dont take part in them. I wish i could since i feel its the easiest way to earn online.
It's easy to answer surveys, but it's very, very hard to get qualified, as the companies don't consider us living in the south of the world as their best target. In addition, even people who live in a top-tier country, when finding themselves in a disfavoured condition, are neglected by survey panels.
