Why is it legally wrong to start working without being issued an appointment letter?

Some people just get employed and they start working in an organization without being given a appointment letter. Why is it legally wrong to resume work in any organization that has not given you a appointment letter? What are the legal risks of such job engagement?
 
If you are desperate for job and have no alternative, you will definitely not be waiting for appointment letter. Appointment letter should be taken when it is given but a worker have no right to compel his employer to issue him employment letter unless he don't need the job.
 
Every business organization has it's rules by which they run the business and various procedures. The appointment letter officially marks you as an employee.
