Why is PayPal not working in countries that they are not working?

There are many countries that PayPal are not fully functional. And it is a big challenge to online businesses in those countries.

Why is PayPal not working in your country? Is there an explanation from PayPal on that?
 
In my opinion, PayPal's lack of full functionality in certain countries is primarily due to regulatory, political, and security issues. The United States and some developed countries have clear and stable regulatory frameworks that allow PayPal to operate more easily, while in other places, financial laws and government restrictions complicate its operation. Furthermore, PayPal needs to comply with local regulations to prevent money laundering, fraud, and other financial crimes, which can be difficult in countries with inadequate or developing regulatory systems. So far, PayPal hasn't provided a detailed official explanation for each country, but they generally cite regulatory and compliance issues. This poses a significant challenge for businesses in those regions, as it limits online payment options and can hinder their growth. I hope that in the future they can develop solutions that benefit more countries.
 
Well, PayPal doesn't work in every country as people want, their reason is financial laws and government regulations and also security issues. They say that a country must agree to certain conditions before they can open the service. This really hurts online biz because it causes stress and hinders growth. PayPal themselves only give us generic answers because compliance is not yet complete. It's like saying the rice isn't cooked yet.
