According to recent sources, Ukrainian President Volodymyr Zelenskiy claims that Russia's President Vladimir Putin is attempting to wrongly condemn Kyiv, Ukraine's capital, for the recent Moscow incident. The Russian president alleged, without proof, that Ukraine conspired with terrorists who killed 133 people. In addition, the four arrested people decided to make their way to Ukraine. Putin kept quiet for a day before trying to connect the incident to Ukraine, which was entirely anticipated, said the Ukrainian president.

Propaganda is part of war. It is difficult to get true information during a war . It is possible that such incident may be initiated by Ukraine. On the other hand, Putin may be trying to pain Ukraine black to attack international condemnation on President Zelenskyy.
