Best alternative to Binance?

Binance and some other major exchanges may get blocked or banned in India due to government policies. In this case, which is the best alternative for crypto holders, where they can safely move their binance holdings without paying very high fees?

Unocoin in India has a viable P2P platform that is very active and offers crypto trading with different payment options. I am not quite sure that they have staking.
