When people refer to business capital, it certainly always means the funds to start a business. It is always a specific amount they have earmarked as the minimum needed to start the business.

Does capital in the contexts of business mean money alone?
 
Of course not, capital does not only mean money, but capital can also be in the form of cash or non-cash, while non-cash is tangible and intangible, such as equipment, land, buildings, machines, even skills, experience and brands are also considered as intangible capital.
