There are situations where a person is vehemently opposed to a particular thing. But on being offered some financial incentives, he or she changes his or her mind towards the direction that he opposed. Such a person has been bought with money.

This is called bribery and is very prevalent in India. Most government officials don't work without bribe.

Not all buying people with money is bribery. Other times, you just use money to convince and change a person's mind on something not related to work at all.

When money is used to change mind it can never have a good intention.
 
I have paid people to do things for me. But I have not pushed someone to the wall to compromise with money.
I think paying someone to do various things for you is pretty common and normal. I don't see anything wrong with this as long as it is not illegal.
