Staff have to improve their skills and knowledge in an organization. And that demands programs that would professionally develop those skills.

Who should pay for such professional training for staff between the organisation and the staff?

The organization benefits from it since the skills would improve the efficiency of the organization.
 
The usual procedure here in my place is the company to shoulder the training fee of the staff. Some private companies do the 50/50 sharing of the training feed. The staff will be forced. It's because the certificate of attendance is required for promotion and salary upgrade.
 
If professional training is a program from the company, then the training costs will be borne by the company, even if you have to study abroad, it will also be a burden on the company's costs, but if the training program arises from the employee himself, then the costs are borne by the employee.

Company should train employees that would leave them at the sight of an offer they think is better? It might be a loss for the company.

It is also done that way at the university where I work , many were sent aboard to pursue their graduate and post-graduate studies but only the full- time- regular faculty .For a seminar-workshop, its also the admin that shoulder the expenses and they have to conduct echo seminar after the training or seminar-workshop.
