Businesses owners from poorer communities find that they are harassed by government agencies without much proof, while some businesses continue even if there are many complaints. What is the reason why government agencies ignore complaints against some business owners, is it because they are well connected?

Lol exactly, they are mostly after what they can gain, so majority of the times when they allow something it's because they can gain from it.
