There are some that needs to run in the background to actually function, that by the side though you can get this in your settings. Enter the particular app and change the restriction settings.
 
Your smartphone is designed in such a way that some apps especially inbuilt apps have to run on background to keep the phone working perfectly. You can reset some of the features in the setting. But mind you, it may be complicated if you are not technical savvy.

It is assumed that everyone has the option available to do so, if you do not find an option available for this you can use an app in the app store that offers this option, so in one way or another you will be able to do it and in a relatively simple way.
 
I think you would need root access to be able to kill all the background processes. Else, the more you kill them, the more they run.
Good answer, I don't know exactly, you may need it, but maybe not, maybe by using an application you can access the processes without problems, there are applications that do not need root to be used
