Would you call back a staff who left your business organisation out of anger against your actions?

A friend of mine just deducted the salary of a very important staff for lateness and the staff has stayed away from work three days now since they got their salaries to notice the deduction. He is a very important staff.

Should the business owner call him back?
 
This is a dicey situation when he does that how would other staff learn. Again, it would show partiality if other staff salary used to be deducted. For me I would let the person go sometimes it might just be a lesson that staff need to learn for life.
 
It's crucial to understand the root cause of their departure and assess if their return could be beneficial to the organization.
There is no benefit from such a staff that the organization would gain. It would cause other staff to rebel next time too.
 
You can't conclude like that some people left for greener pastures but they got there and realised that it isn't what they anticipated
