Business is all about competing fairly. Imagine a valuable staff of a competitor that I know of applies to work with my business organization. To not compete unfairly, should I turn the staff down because he is a strong staff to my competitor?

I think the question you should ask is why is he leaving your competition, and choose to work with you?
Well stated. This competitor's staff member could be a spy. They could as well be on a mission to sabotage you.

I have actually interviewed for a competitor business with the one I was currently working with. The simple reason? Poor pay and that is why most staff leave their present workplaces.
