My city cracks down on drug paddlers and drug addicts

My city is cracking down heavily on drug peddlers and drug addicts but some addicts are just uncontrollable. They are managing to get their dose of marijuana and are creating nuisance in places like the railway station at night. I think the police it vigilance to control this public disturbance.

That's terrible. Drug addiction is a menace to the society where we live, Your police officers must apprehend them all before they could commit a heinous crime. Being a drug addict is also doing a heinous crime. They are scary people what if they would trip an innocent child?
