What is the most reccomended amount of money a person is allowed to keep at home?

Most people here live within the regular pay cheques on salaries. So what is the most reccomended percentage of money that a person is required to keep at home after making a withdrawal from the bank?

That's really huge. I know that it might not be huge in your country. I can't keep that amount at home in my country coupled with the level of insecurity.
