Sadaam Hussein did the same thing in 2002-2003 in the runup to Iraqi Freedom; still didn't stop his military from getting curb-stomped. That said, there's not going to be an invasion in the foreseeable future, at least not conventionally. Given the current situation in that part of the Caribbean I wouldn't be surprised if there were dozens of CIA spooks and D-boys (Delta Force personnel) lurking either near Venezuela or inside Venezuela.
