Small business owners have to leave their phone numbers on sign posts, flyers and even on social media posts. That's to ensure that clients can easily find their phone numbers to contact them for sales.

Does it mean that the phone number of a person that runs and owns a business should be public?

Most businesses often have a separate phone number for their business, this way they can easily separate their business life from their personal life.

Yes, I think a businessperson's phone number should be printed on his/her name card and made public in some ways. That's why it is important for the businessperson to have two phone numbers. One for personal use, one for business.
Smart separation. A public business number manages access, while the private one protects sanity and personal life. Essential boundary.

It's not the business owner's personal phone but business or company phone that it is registered in the yellow telephone directory. Regarding the mobile phone number, it's also owned by the business or company, not solely by the company or business owner himself.
