In a parliament the ruling party/ government has the right to place their policies and the opposition has the right to express their opinion if they find some short comings in the government policies so that a fruitful solution comes out. However they don't have the right to criticize each other personally.
 
They should discuss matters that give progress to your country and how to eliminate the many ills like rape and murder. They must be ashamed attacking of there personal lives.
That's true but they rarely discuss developmental issues and keep fighting. Most crimes in India therefore remain unsolved for years.
