A fast stable site with just "decent" content vs Slow site with "perfect contents"? Which ranks higher?

Quality of contents play a part in the ranking position of a site on search engines. But also, the speed and stability of the site also matters.

Between a site that is fast/stable with average contents and one that has perfect contents, but not as fast, which would rank higher?

As far as the slower site with perfect content is usable, it would always rank higher on Google search.
