There is no way a business can offer good customer service if the customer service representative the business hires doesn't have empathy. They have to understand how the customer feels when they complain or ask for assistance

Customer service reps that have empathy would always deliver excellent customer support.
 
You are right, a good customer representative must have empathy, cause without this it would be extremely difficult for them to be able to relate with their customers.
 
I am not sure if it is possible to develop empathy towards customers, but you can certainly sympathize with them
Anyhow it is, empathy or sympathy , but some consideration for how a particular customer feels having challenges with your products or services would ensure that the customer is helped appropriately.
