Issue of Unused Building Land
A report highlighted that 63,000 hectares of zoned building land in Austria lie unused,an area equivalent to the combined size of Vienna, Graz, and Salzburg. This amounts to one-fifth of all zoned land, with the highest proportion (30%) found in Burgenland. To combat land speculation, the state of Burgenland has introduced a special tax on unused plots, while some municipalities in Tyrol have implemented construction freezes

That's an overwhelming area of the unused land. It's better for the government to sub - divide the huge land to the landless. That unused land must be confiscated by the government.
