Ad network not paying for low traffic websites

I had registered domains mainly for SEO purposes and many of them have some traffic, though there are less than 100 visitors daily for each website. I have tried a large number of ad networks, they are directly claiming that they cannot pay anything since the websites have less traffic. Offline advertisers will pay for low traffic advertising, so why are publishers with low traffic websites punished online, not making any money?
