Advertising campaign that doesn't bring sales. Can we call it a failure or not?

Every move that a business typically makes is to bring in sales viz a viz revenue to the business. And so is advertisement campaigns. Most advertising campaigns involve some expenses. Can we rightly say that an advertising campaign that doesn't bring sales is a failure?
 
I don't believe the business operator doing this gains nothing. There are many people and not all have negative minds. They are mostly curious especially those whose businesses are related to what's being advertised.
 
The main purpose of doing these advertising campaigns is to generate sales, if at the end of the day it's not able to do this, then it's safe to consider it a failed attempt.

No! Not every advertisement is designed to bring sales immediately. Some advertisement are designed to create awareness and let people know about a product or services.
