There was a time when Bitcoin hits the bull run then all altcoins and other crypto coins also make the rise and pump in the bull market but recently Bitcoin has been hitting new all time highs while altcoins which are second to Bitcoin in the categorization of crypto coins kept hitting the bear market and words were spread about altcoins having a bull when Bitcoin retraces but rather it never happened as Bitcoin retraces and also hit another all time high whle altcoins were bearish.

Who said so? Ethereum is on the rise and other altcoin is still making impact on cryptocurrency world. Last week, a lot of altcoin experienced bull runs. Since Donald Trump signed in the first crypto act into law, most altcoins jumped especially stable coins.

Have you been paying attention to crypto movements on Coinmarketcap?
There are several altcoins that have a strong correlation with Bitcoin, such as Ether, XRP, Sol, ADA, Litecoin, etc. When Bitcoin's price is red, they are also red, and when it's blue, they are also blue. So I disagree with your opinion that altcoins are dead.

Short answer: no, since any coin that isn't Bitcoin is, by definition, an altcoin.
