Are blogs legally responsible for contents posted by it's users?

Recently, access to a blog owned by a friend was blocked by the government of my country. The reason was that one of the users of the blog posted a tribalistic and inciting contents.

But the site has a disclaimer that every opinion posted doesn't represent the position of the site. The government really battled the blog but diplomacy and contacts helped to resolve the issue.

As a site owner, are you legally responsible for the contents posted by the use of your site?
 
As a blog owner, you are only responsible for the contents you published in your blog. You are not responsible for the comments posted on your blog. But you must put a disclaimer that you are not to hold liable for comments posted on your site. You know, government can twist and find legal reasons to hold you down.
 
Yes, in some circumstances, a blog owner can be legally responsible for content posted by users on their blog. This is particularly true when the content violates laws or infringes on the rights of others, such as defamation or copyright infringement.
