Estimated billing for a utility is when you are not charged for per unit usage of a utility but the service provider just estimates your actual usage to bill you. They could use your personality and status to bill you.

Of course I would refuse if I had to pay the bill based only on an estimate for any utility, what if the estimate is not right, and the cost is too much than it should be.

Estimated bills are only advantageous if you are a heavy user and the estimated bill you are given is underwhelming. Apart from that, you I would love to pay for what I use.

This is one of the reasons i prefer using prepaid when it comes to this aspect. This way i can manage what i buy and how i use it.

I don't want any form of estimated billing. It makes me doubt what I am paying for. A meter or counter clears all doubts.

I hate that estimated billing. That's what most service providers in my country prefer. That's because it exploits consumers.
