At what age can someone own a credit card in your country?

Credit cards system is a major financial system in many countries. It is expected that there should be a minimum age to own a credit card. Is a credit card open to persons that have just turned 18 in your country?
 
A person that is up to 18 should be able to own a credit card in many countries of the world. For some, it is 21.
 
In my country, you should be above the age of 18 years to be allegeable to have a card. I feel it should be older than that. I have a hard time believing people that age can be responsible with money.
 
However, that credit card I talked about in my previous post that they give in Italy to kids over 10, I'm sure that it will also have many limitations and maybe it can only be used with the approval of the parents. After all, 10 years old a kid is still a minor.​
 
As far as I know in Japan, Germany, UK and USA someone can make a credit card if they have reached the age of 18, while in my country the minimum age limit to make a credit card is 21 years old.
Would y person still be eligible to own a credit card if they don't have a source of income?
 
In my country credit card application is dtfucr. Allowed to open a credit account are those whose savings reach $ 10, 000 minimum and must abide with the policies to pay on time and must have a stable income. 18 years can open a credit account, but mostly are children of the well - off families.
