I have heard people say that a business person is just over confident. Is a business person that has quality products or services not expected to be confident? When is that confidence taken to be excessive to be termed "over-confidence"?

Nothing is perfect, including products. If the owner of the business believes that his/her products are perfect, s(he) is overconfident.
So is a business person expected to acknowledge an obvious flaw in his products to a customer not to be over-confident?

A business owner with a great product or service should have confidence—that’s the key. Confidence shows belief in what you offer and attracts customers. Without confidence, even a great product can be overlooked.

However, over-confidence—overconfidence—occurs when a person ignores advice, doesn’t feel the need to improve, or thinks they can’t make mistakes. That’s where the danger begins. The secret is to have balance: trust yourself, but listen, learn, and accept challenges. Wise confidence builds lasting success. Keep moving forward with knowledge and humility!

I business owner can be said to be over confident when they no longer take out time to plan their moves before taking it.
Yeah right they just believe that the steps they have taken already are right and alright for them.

May not be a flaw. But the owner should mention the benefits of the products and side effects, if any, to the customer honestly.

Some business people overestimate the results of their products so much without recourse to likely circumstances that can make it fail. That's overconfidence from a business person and it is not good.
It is true that some entrepreneurs overly believe that their products will succeed regardless of market conditions or potential challenges. Having confidence is important, but if you over-optimize without a plan for dealing with obstacles, you can find yourself at a loss. Entrepreneurship requires a combination of optimism and a thorough analysis of the business environment. Understanding risks and being prepared to face them increases the chances of long-term success. Confidence is good, but reality is the basis for good decisions.
