This is a killer business strategy. You study the product your competitor launches, and see the weakness in it and you know it would fail. You don't hurry to launch your own improved version.

You wait for the imminent failure of the competitor's own and you hit the market with your own after the one of the competitor fails.
 
There is something smart about letting a competitor’s idea run its course before stepping in. Their failure becomes your research material. You learn what customers liked, what they hated, and what they expected but never got. When the first product falls apart, the market is already warmed up, and people are open to a better option. You enter with fewer risks and a clearer plan. It is slow but very strategic.
 
I think this is a rather passive strategy because your competitor may find out the weakness of its products and make improvements. If you have a better version, just launch it and have the courage to compete in the market.
I agree with you,some people don't easily give up on their business dreams. So it might just be a gamble for you
