Can a Bluetooth connection be selecting devices it pairs with?

My laptop Bluetooth would not pair with any phones that are manufactured by Huawei. It would connect with other makes of devices but not Huawei. We have tried for more than 10 Huawei smartphones.

Can it be that the Bluetooth connection selects the devices it connects with?

Yes, it can be the reason why it only selects certain devices to pair with. I believe it happened to me before, and it was quite annoying. Hehe.

Yes some Bluetooth devices are like that though, they tend to be selective as to what you can pair them with.

I hate such kinds of Bluetooth software that selects devices to connect with. It can make life pretty difficult when you need to connect to a Bluetooth to receive an important file and you can't.
