Can a crypto exchange limit transfers on an account because of too many transfers within a short period?

One of my friends can't send out crypto from his crypto exchange account. Two days ago, he was able to send out crypto and he did crypto transfer in excess of $3000. Coming back to send crypto today, he can't send the crypto out of his account. Showing insufficient funds when there is enough funds in the account.
