Can a website being ranked the top on search engines and still not able to make conversions?

l sometimes fail to understand by the fact that most websites that have been ranked the top on the search engines still couldn't be able to make some meaningfully conversions. What do you have to say about that?

Unless you are ranking for keywords that no one is searching online, ranking on top will always deliver conversion.
