Imagine a business organization has one highly competent staff and the rest of the staff are average. Do you think that such a team is good enough to perform at a very high level? Is the one highly competent staff enough to rub off on the average staff to achieve excellence?

It depends on the type of work and level of expertise of the work. If the work is not technical, you can rely on average workers to work in harmony and orderliness with the competent worker.
That's true. A job that is highly technical in many ways would tire he single competent staff to do because his team are bang average.

It is not really about who is competent among them, it is about who is willing to grow so he wouldn't be a burden. I've seen how an entire team leave everything for the competent one simply because they're not willing to grow.
