Can people now use crypto freely in US as Fed Chair okays banks to serve crypto customers?

The chairman of the US Fed, Powell has stated that the FED is not anti innovation as regards crypto. He went ahead to say that banks can serve crypto clients as far as they understand the risks and protect themselves.

Does this mean that people can now use crypto freely in the United States?

United States government have been more free with cryptocurrency since inception of Donald Trump. I think this is one of the strategy used to defeat Democrats during election. Secondly, a lot of people especially people without any knowledge about cryptocurrency are skeptical about cryptocurrency.
