CEOs having to step down from their companies to get government appointments. Do you see it as right?

In some countries, when a business owner or a CEO gets a government appointment, they have to step down from the leadership of their business and hand it over to someone else. Do you think that rule is good for the growth of a business? Why do they have to step down?
 
When you say step down, it simply means someone else is assisting them to manage the business right? If it's like this then I don't think it is a bad deal.

They completely step down from the business. That means they hand over the business to another person and can't publicly identify with the business.
