Cloudfare outage only for some websites

While the larger websites cannot be accessed due to the cloudfare outage today, I have noticed that smaller websites and local websites are not affected. What could be the reason for this difference ?

Furthermore, some small sites may have their own servers or alternative distribution methods that aren't affected by the main issue. Ultimately, reliance on external services and infrastructure complexity make all the difference in how these outages impact websites.
